Initiative #1 - 3762 Capital Circle NW


NCCN, INC is keeping a close eye on the potential development of a new residential neighborhood along Capital Circle NW. If a plan for development is initiated, NCCN, INC will be actively engaging to ensure that any negative impacts to our communities are minimized.

On February 21, 2023, the Leon County Board of County Commissioners approved the rezoning of 32 acres at 3762 Capital Circle NW. This land was rezoned from RA to R-2 for the purpose of increasing the maximum density of homes that could be built there. The new R-2 zoning allows for up to 4.84 dwelling units per acre. This density is considered incompatible by the adjoining neighborhoods. A neighborhood of this type would be 19.36 times denser than the existing neighborhood directly to the south and west (Maddox Road and Flat Road) where the average density of adjacent properties is currently 1 dwelling unit per 4 acres. These homes are within an established neighborhood and are zoned Residential Preservation (RP). See the density comparison illustrated below.

If developed, a 32-acre area could include as many as 155 new homes. Additional land may be developed. With these homes come additional automobiles, impermeable asphalt and concrete, and many other negative impacts.

The area being considered for development is surrounded on 3 sides by wetlands and flood zones. The risk of increased flooding in the area is high. Many flooding issues have already been reported in the area.

Initiative #2 - 3043 Capital Circle NW


NCCN, INC is currently in conversation with the Director of Parks and Recreation, the Director of Engineering Services in the Department of Public Works, and Dantin Consulting, LLC regarding the addition of a north entrance to Fred George Greenway and Park for pedestrians. This would link the walking path (and possibly biking path) for residents of Maddox Road, Flat Road, and the Riverwood Acres Neighborhood Association (RANA) to the existing trails in the greenway. Without such an entrance closer to Maddox Road, residents wishing to walk or bike to the park are required to travel alongside the heavy traffic on Capital Circle NW.

Timeline:

  • 9/18/2023 - Project Proposed at the Tallahassee/Leon County Planning Department's Comprehensive Plan "Educational Roadshow" held at the Lake Jackson Community Center.
  • 10/2–30/2023 - Various Email Correspondence were sent Regarding this Initiative.
  • 11/6–10/2023 - Meeting to be scheduled including NCCN, INC, Public Works, and Parks and Recreation (update to be added following this meeting)
  • 1/23/2024 - Initiative was discussed with Charles Wu, Director of Engineering Services. Wu referred the conversation to Amanda Heidecker, Director of Parks and Recreation.
  • 1/23/2024 - Amanda Heidecker, Director of Parks and Recreation, contacted to set up a time to discuss the initiative

Fred-George-Entrance

The Fred George Greenway and Park is one of the six District 3 parks and greenways in Leon County.
